1. In Windows Clean Disk one can delete 'old compressed files'. Are the program files that have not been used for a time (e.g.solitaire)which if deleted have to be reinstalled. And do they inluded files in the document folder which have not been used for a time? - dangerous if writing a book and one returns to Chaper 1 after six months and finds it deleted. How old is old and can one determine the time paramaters?
2. Is it possible to delete permanently the 'what can windoes do for you' message box the jumps up every time you run something?

Windows does not delete old files, it actually compresses them. All this does is make most files a lot smaller while keeping the files still there. By default Windows will compress old files 50 days after it has been accessed. You can change this value by clicking 'Compress old files' and then clicking the 'Options' button and increasing or decreasing the default 50 value.
Regarding your second question, unfortunately I'm not familiar with this message you're getting. It's likely it's the balloon tips that you need disabled. You can disable this feature through the Windows TweakUI utility. Additional information about Tweak UI can be found on the below page.
