Yes it did plug into the emtpy slot on the mother board.

Ok. It does have a PCIe slot. Now I need some more information. First What kind of card is it? What I mean is something like Nividia 8600GT or ati HD4850, that sort of thing. The next thing I need is some more Specific information on your Power Supply Primarily the make of it as well as the rating, such as Antec Basiq 500w.

Ok, That card has both VGA and DVI Ports as well as others. I can only assume you moved the cable from the on board connection to the Connection on the card, which would be VGA as that is the connection on the onboard stuff. You have enough Power Supply for the card, so that is not an issue. It is obviously a graphics issue. The card is PCIe x16 2.1, but should be backwards compatible with PCIe x16 1.0 ( I think that is the slot in the eMachines ) and you would lose very little performance wise. I would recheck the cable connections and make sure they are snug. It is possible that the card could be DOA as it does happen, but rarely. Make sure the cable is plugged frimly and secure into the port on the card and on the monitor.

The card may still be dead on arrival...try it in another machine.

That thing has onboard graphics and he could pull the card ( will reenable the onboard stuff by doing that ) and plug back into that, If he has a signal, then the card may well be toast, as it will work without the drivers on the generic Microsoft stuff. It isn't unheard of to have one DOA.

I finally gave in and brought in to a repair shop...

Hmmm, ok. That is interesting, as from all indications it was posting and all. One thing that does come to mind is it is possible that when installed the card, the PCIe slot got cracked ( this can and does happen ). Usually in that case, it means another Motherboard. Glad you are uop and running,but sorry to hear  of the cost.
