Cant delete program

I had my lil brother on here and he got me an bug.Its called antivirus action.Its on my start up menu.I tried to go to msconfig and c drive to delete but it pops up and says it cant. Can somebody please help..All it does is give me pop ups on virus software plus I cant delete things and its driving me crazy..Many thx!!
