internet explorer problem

sometimes when i click on something , internet explorer opens a new window, and it doesn't load. I will refresh it and it still dont load.
Any ideas on what to do?

5. Security tab
6. Reset all security zones to Default

And/or

5. Advanced
6. Restore Defaults button.

6. Remove cookies, temporary files and history
