The real concern here is the fact the device itself is not automatically coming up in Windows (addressed points previous posts)
We'll worry about the driver itself later ;)
Ok it is possible then! (there I said it)

On a clean install
ie You had a new hard drive, which you partitioned and formatted (automatically) on fresh Windows install.
It is starting to look like the touchpad is disconnected or faulty.

You obviously tried all that was mentioned earlier?

I think the order of hardware faults on mobile computers (laptops, netbooks etc)
Is: Battery; Keyboard; 56K Modem; CD Drive; TouchPad; Screen; Motherboard; Ram.

So, just the TouchPad faulty is not all that bad, I mean just use an external USB optical mouse. Anyway I'd prefer that!

This sounds like the most satisfying option... ;D

I personally detest touchpads .

...right... if you say so...

I think i might take a hammer to it. >:(

I had a client ask me once why I carry a hefty hammer in my toolbox when I fix computers. He couldn't understand a reason for actually needing a hammer of that size to fix a computer.

I told him "the hammer isn't for fixing computers. It's a stress reliever for customers who have had enough."
