I finally gave up and backed up my files, then reformatted the disk and installed XP, all the MS Updates, all my applications and moved my files back. This took quite a bit of time but the problem is now gone and IE8 is working fine. I wish I knew what caused the problem though. My guess is that when I removed some malware back aways it left something there or did something. I thank everyone that responded for their help!
