Kpac, with a pathetic download speed and a much faster upload speed you have a serious problem somewhere in the outside plant. You didn't mention if your ISP is cable or DSL, but either way something is way wrong in their lines and your ISP needs to fix the problem.
Not good enough....it's costing €20/month just for MOBILE broadband and I'm not even getting the minimum speeds.

I have contacted them - multiple times by email and phone. The thing is when you call them you just get their call centre in India. I have told them I don't want to call anyway, as to keep everything in writing.
The only solution I see is to erect another mast(s), which will obviously cost thousands so they're going to avoid it if at all possible.
I don't understand the purpose of keeping a pic of Bill Gates on hand.
