In another development, in Australia, they did a large test on this spectrum for LTE communication. Inexpressive results.
NBN Co tests 3.5GHz LTE

Noways technology is moving faster than  government officials. If they make the right decision, Internet access will be more affordable in the USA. Better use of radio spectrum means you may  get high bandwidth without the need optical fiber cable in your neighborhood.  :)
