What should my minimum and maximum processor state be at?

In power options when you go to change plan settings then processor power management theres a min and max on battery and plugged in, what should they be?

I tried researching this but cant understand it, but i think the minimum should both be 5% and the max should be a low number to avoid overheating, i think the max is always 100% default.

Its safe to assume your using a laptop.
    Which one?
Are you having issues with your battery life?
Are you having issues with overheating?
If not the defaults should be fine.
