Any softwares with simplistis user-interface ( UI). Preffered free.

The software can do these affects:
    - ability to stack picture-on-picture ( timelines 1,2,3...) Paint is bad, because its problem with transparency.
    - ability to lighty-medium blur selected pictrue areas.
    - importing transparent pictures, it should not ruin as 'paint' does.

As a cross platform solution I use GIMP (https://www.gimp.org/) which works well although the interface isn't particularly user friendly.  On Windows I use Paint.Net (http://www.getpaint.net/index.html) which works really well.
