shutdown/restart windows 2000 Advanced Server

hi,
I wonder how can I restart or shutdown windows 2000 advanced server through command. When I tried with some command to do so by command promt it showed messages that the terminal services should be running to do so and when I tried running the terminal services it couldn't get started. The computer I'm using is the single desktop computer and it's not connected to a network.
