frozen mouse/cursor

My cursor is totally frozen. No matter what I do, it won't move. However, the computer works totally fine if I use the keyboard (but it's such a pain!). I bought a new mouse and installed it but still it won't work. I've read that the proble might have something to do with the video card driver, but I don't even know what that is!!!!
