I am looking for a program that will let you make games that work through a command line interface. (A CLI game)
I have searched Google, and have found nothing.

You mean in the olden time when we use to play game in dos mode or window mode.
Well java (not javascript) will probaly let you do it but is best to use Visual Basic C++ to build them and the file probably will be .exe

The easy way to make a good graphical game is Flash using Action Script

Yes, the "Olden Time" games.
the only problem is I don't know Java, or C++.

Have you tried ASCII??

Games like Angband and their variants use it, and my personal favorite, ZangbandTK, google it up!

Umoria! That gme is killer for a Command line game. Just google Umoria and you should find stuff relateing to MacMoria(Mac version), Umoria,(Unix version), PC Umoria(Windows version). The story is based on the Lord of the Rings trilogy where you explore the dungons of Moria in search of the Balrog. It uses a D&D style kind of play except that the Computer caculates everything for you as well as take care of monsters. It's a lot of fun, aslo if you cant find it anywhere I might have a copy of it lieing around somewhere. As well as the souce code. Its open source so there are alot of ports.

You can download it here at http://jackpkmn.tripod.com/moria.htm. I have scaned it for viruses and checked the arcive for spyware. If you dont trust it then dont download it.
