Invalid setting in dlb.space.ini

Running Windows 98 and before Windows will open the screen scrolls with the the message Invalid setting in DBL.SPACE.INI or DRVSPACE.INI file: I've tried the f8 key starting in safe mode but that doesn't work. Any help greatly appreciated.
