This should work for 30 seconds:

ping -n 31 127.0.0.1 > nul

Add one to the number of seconds to wait (the first one is almost immediate)

Minutes need to be converted to seconds.

PS. You didn't mention Home or Pro, but Pro has a SLEEP command. For Home you'd need to download the Resource Kit or find it as a standalone on the net.
