I am working on my Mom's computer.  It is a Dell Dimension 1100 and has a problem with powering down and booting up.  This may sound weird, but it is happening.  When she uses the windows procedure to shut her computer off, it does not completely power down.  The power and cpu lights start to flash alternately and will go no farther.  She has to push and hold the power button to get it to shut down completely.  Then it will not power up when she pushes the button.  However if she removes and re-inserts the power supply cord the computer will power up normally.  The computer is running Windows XP.  It also has Celeron D 325 2.53GHz/80GB/256MB).  I talked to a computer repair shop in town and they said the power supply was bad(caused  by a power outage a few weeks ago).  I replaced the power supply with another Dell unit (same model number) and we have the same problem.

I doubt the button isn't the problem, although try booting in Safe Mode and see if this problem occurs again.

(in case you don't know how to boot into Safe Mode on XP)
