When you log on with a normal administrator account in Vista, for example, the one you create during setup, you subject to UAC. This is because you are not logged on with the true Administrator account. This account has been hidden in Vista to prevent users from using it as their primary log on.

If you were to log on with this account, you could make any changes without seeing the UAC prompt.

You can unhide or turn on the Administrator account using the steps below:

1. Type cmd in the Search field on the Start menu.
2. Right click the command prompt icon at the top of the Start menu and click Run as administrator.
3. Type 'Net user administrator /active:yes'.

Once you complete these steps, the Administrator account will appear on the Welcome screen. To disable once again hide the account, repeat steps 1/2 described above and type 'Net user administrator /active:no'.

This will also work on Windows XP Home Edition.
I have tested this.
