Copying VHS Tapes toPC/CVD

Hi can anyone tell me if it is possible by using TV capture
card and conecting my VHS recorder  to this card,if it is
possible to copy my VHS tapes onto the computer and then
make a VCD from these files.
Also what are the file suffiixes involved.
Do the files copied  to the computer have to be converted
to any other file suffix before making the VCD.
Any help on this  matter would be appreciated.
