I deleted this file from my computer not thinking it was important. My recycle bin shows that it needs to be emptied but when you open it there is nothing there. Also, when I click to empty it it gives me this message, "error deleting file or folder cannot delete Dc!: Access is denied. Since nothing shows in the recycle bin there is nothing to restore. Maybe this was a system file? What can I do to fix it? :'(

Try this:

    * Click Start > Control Panel.
    * Double-click the Java icon in the control panel.
      -The Java Control Panel appears.
    * Click Settings under Temporary Internet Files.
      -The Temporary Files Settings dialog box appears.
    * Click Delete Files.
      -The Delete Temporary Files dialog box appears.
      -There are three options on this window to clear the cache.
          o Delete Files
          o View Applications
          o View Applets
    * Click OK on Delete Temporary Files window.
      -Note: This deletes all the Downloaded Applications and Applets from the cache.
    * Click OK on Temporary Files Settings window.
    * Close the Java Control Panel
