Z-Cron is a freeware (for personal use) and powerful task scheduler. Although Windows does come with a task scheduler but you would hardly call it user friendly and it isn’t nearly as powerful as Z-Cron.
Z-Cron has a large list of tasks that you can schedule, but here are some of the highlights:

    * Copy, Move & Delete Files - Useful for backup devices
    * Kill - Closes a file
    * Download - Downloads a file via HTTP
    * Mail - Send an email with SMTP
    * Ping - Pings an IP address to test for connectivity
    * Reboot - Reboots the computer
    * Remote Shutdown - Remotely shut down a computer
    * Wake on LAN - Remotely power up a computer
    * Connect/Disconnect - Connects or disconnects a dialup connection
    * Watch - Monitors a program. If the program “dies”, it will be restarted
    * And more, here is the complete list

An example of what you could do with Z-Cron is to get it to start a backup on a remote computer and have it email you when it finishes; or, if you were in a job that managed many computers on a network, you could set a master computer to turn on all the computers in the building in the morning and shut them down at night. There are many possibilities.

Can I use the Kill or Delete function on this to get rid of a file that cannot be removed off of my computer?  I have tried to get rid of a file, but nothing has worked, and I wonder if this can kill the file for me?

Did you install Unlocker? Restarted computer?

I installed it, but didnt restart.  It is working because its in my toolbar and when i click other files, it comes up on the window

Ok this is weird.... now i look at it, it has a hand over the icon where it shows what type of file it is...... does that mean its being shared or something?

Try to delete it in Safe Mode.

Tried that..... went into admin and my own account, tried to delete, and tried moveonboot....but alas, still nothing :(

What happens when you try to delete it?
Right click>Properties. What does it say?

Properties isnt even an option when i right click it..... what i typed up earlier was all that it said...

Its way too long to type, since it wont let me copy it.  It starts with "ok Go Get over it song ......" then a bunch of crap lol shouldve figured it wasnt good lol
