Corel Paintshop Pro/DirectX downloading problem

I am having an issue with Corel Paintshop Pro and DirectX.  I downloaded the Corel with no problem. I then tried to use Corel, and it told me I needed DirectX 9 or higher. I downloaded the latest version of DirectX from the Microsoft website.  I then tried to run Corel again. It told me that I did not have DirectX on my computer.  I see the file associated with DirectX......not sure why it is not recognizing it. Any ideas ? Thanks !

I am using Windows XP.

    * 24-bit color display, 1024x768 resolution
    * Microsoft DirectX® 9.0c or higher (included in Windows Vista and XP)
    * DVD drive

I thought that I had all of these requirements.......unless I am overlooking something major....

This is a long shot, but, you may need to update your graphics card drivers.
