I removed the attrib,
I /F and/Q the file with delete, to no avail. All other files accoicated  with this deleted.

any suggestions on getting this file deleted?

How do you know, Windows Defender planted anything?
What's the name of the file and what's the file location?

because that is the program that is the pop up for a reply

the file is WS1c6e.exe

regardless, that is the file that needs to be deleted.
Also in the "windows System Defender" icon path that is the destination file for activation.

Any ideas on how to delete it?

There is no single hit on Google about WS1c6e.exe, so I suspect some infection.
