Title: HP Network Devices Support could not start, Error 2: system cannot find file spe

The problem occurred in a Windows Vista Home Premium PC HP Pavilion Elite d5000z that otherwise runs w/o any problems. The PC is connected to the LAN via a 1000Mbps Ethernet interface. Suddenly, the HP Solution Center can no longer access the network connected HP AIO C7280 which is connected through the gateway's Wi-Fi connection. The same software (HP Solution Center) on another PC continues without problem.

I can still ping to the AIO printer and I can open its portal page with the browser, the OS can still install a basic printer applet, and the HP Network Diagnostic program USERHPNDU_2017.exe can see the printer.

I have tried everything conceivable and inconceivable w/o success. disabled Norton Internet Security. Gateway firewall opened, many times reinstalled after deep, complete uninstall of the HP Solution Center Software, using the HP supplied Uninstall_L*.bat files, etc. I noticed that when opening the services window (services.msc) there is HP Network Devices Support service on local computer marked for Automatic (delayed start-up) is not running and starting it manually is not possible. Setting this service to Manual start doesn't help either. Norton Internet Security does not find any bad stuff. During the countless re-installation attempts of HP Solution Center the process always fails when the the installer tries to find the printer. HP Solution Center version levels make not difference. At the failure point a message says:

Windows could not start the HP Network Devices Support service on Local Computer. Error 2: The system cannot find the file specified.

The properties of the HP network Devices Support service reports among other items:
Under "General" tab-- Service Name: HPSLPSVC, Path to executable: C:\Windows\system32\svchost.exe -k HPService, Startup Type: Automatic (Delayed Start), and under the "Dependencies" tab-- This service depends on the following system components: >Remote Procedure Call (RPC) >DCOM Server Process Launcher.

Bottom line: What is the problem with the HP Network Devices Support service, and how do I fix it?
