Internet randomly stops sending and receiving packets!

so recently my computer started this problem basically i will be downloading music or heavy youtube surfing and my internet "locks up" and slows to either a crawl or nothing at all, but it only does it after a while. if i restart my computer it goes back to normal and resets everything.

it does this both for ethernet connection and wifi

Do you have both your wired connection and the wireless connection running at the same time on the same network?

What ISP provider do u have? The reason I am asking is there was a Supreme Court decision recently that gave the ISP provider the right to slow down your internet connection. Comcast was the winner, we (consumer) were the loser.

well the wired is grande, and the wifi is what ever my neighbor has XD haha
