Turn off protection softwares then try reinstalling the previously downloaded files for manual installation which were making errors. Do this offline or without internet connection.  The link is about steps as a last resort for any unsuccessful installation of NET Framework. Read the link and it will give you what you might need to resolve the errors. These are the last things I could suggest as I'm out of ideas.

OK, I did all of your listed recommendations. I still get Windows Installer error. I found, and used a .netframe verification tool. I ran it on 2.0 3.0 3.4 n 4.0, it verified everything is fine in .netframe. Can't it just be that I'm missing my Windows Installer Service App? Thx

I found Windows Installer 4.6. When I tried to instal I get: Windows Update Stand Alone Installer, Installer Encountered An Error 0X80040154 Class Not Registered. Thx
