launching a spreadsheet triggers Excel re-install

How to prevent this and get it working normally again ? Once I decline to re-install Excel, the SS opens and I can proceed.  I think it is happening for other programs too, but it's with SSs that I notice it most.

Are the "other programs" Microsoft Office components such as Word, Powerpoint, Access, Outlook, etc? Do you actually have an MS Office install disk?
