tracking an ip Address

Hi I was wondering if there is anyone that knows how to umm i guess locate or find someone based on an email or photo. I've tried google images and tineye, no luck. Same with spokeo and truth finder

Cant assist here because it can lead to illegal use and put someone into harms way.... how do we know your not a stalker etc. If someone was here asking how to do the same with your email and pictures you might understand. Additionally, I cant assist with hiding info of this kind if you looking for ways to hide this info from others.

Pretty much if your scared about someone locating you then your probably up to no good.
