What is now best free VoOP and video chart?

I do not have Skype.
And I don't know much about the Apple video conference thing.
But would like to know what free things are available that can be used within Android or maybe a Windows desktop.
Just now I saw a post that says Skype  has gotten better. Is that true?
What about Google Hangouts?
Or, maybe GoToMeeting?
Walt else?
What works for you?
Also, do I need specail hardware?

If you're asking about  ways to get some "facetime" with someone. Facebook's Messenger app is one way to do this on your Android phone.

If you're asking about a video conferencing app, meaning a way to communicate with a group, rather than an individual, Zoom is an option I am familiar with.  A free version can be used for sessions up to 40 minutes.  For paid versions that offer longer sessions and other benefits, see https://zoom.us/pricing
