I'd like to know what this file is for? And why does it keep asking me "to open with".  Thank you ???

I will assume that it asks to 'Open with' when you double click on it.

That most likely happens because no program has been assigned to it. Do you require the file to work with? If yes, contact the author and ask him what software you require.

The file seems to be a printer driver file for Windows 95.

Are you experiencing Printer related problems?

Then look through this article: Printer Help

That is a virtual device driver for the parallel port. Anything that uses the parallel port (not just printers) will need it. Pretend its not there and forget you ever saw it. Windows knows what to do with it even if you don't. ;D
