Solution:

Within Program Manager click File, New, and select program group.

Once selected, for the description, just type what you want the new group to be; for example: "Games". You may ask what is a program group, a group in Windows is a storage area for your program icons; for example, main is a group, and file manager, which is in the main group, would be considered an icon or a shortcut.
