No. A cable signal boost done by your ISP or from a signal booster purchased at a local retail store will only improve on the clarity of the signal. If you have an extremely poor signal or your signal is coming to your cable modem through multiple splitters, you could notice a better connection with a signal boost because packets were being lost.
