Term used to describe when a state power company reduces the available power on sections of the grid to help the overall grid deal with excessive power use. For example, in the past states such as California and Texas have had to conduct rolling brownouts and blackouts to help control strains on the power grid during hot summer months when many people have air conditioners and swamp coolers running all day.
