Open Whisper Systems is a non-profit software organization headquartered in San Francisco, CA, founded in 2013 by Moxie Marlinspike. It develops the end-to-end encryption protocol Signal, and a secure messaging app of the same name.

The organization grew out of Whisper Systems, a company co-founded in 2010 by Marlinspike and Stuart Anderson, which was acquired by Twitter in 2011. Marlinspike left Twitter in 2012 and founded Open Whisper Systems to pursue open source development of future protocols, with a focus on community collaboration.

In 2018, $50 million was invested by Brian Acton to create the Signal Foundation, a non-profit organization supporting developing Signal.
