      1.  Backup Data.  If there's any "data" on the drive you can't afford to lose, you probably should back it up before continuing.  Best to "slave" the hard drive to a working computer and use its operating system to recover the files.

      2.  Recovery Console.  Should be able to boot from Windows XP Install CD and navigate through the prompts to reach Recovery Console.
           a.  Recovery Console Commands
           b.  Description of the Windows XP Recovery Console for advanced users

Did you use a Dell OEM Windows XP Operating System CD or a Microsoft Retail CD (Upgrade or Full)?

      3.  DRIVE_IRQL_NOT_LESS_OR_EQUAL.  What is the "exact" Stop Code message substring (including the four parameters) plus any "suspect" module/file it may list?

      4.   Options.  What do you want to do?
            a.  Run hardware diagnostics.
            b.  Fix/Recover the current installation.
            c.  Do a "repair" installation.
            d.  Start over with a "new" installation.

        Hello Dahlarbear,
Thank u very much for taking the time to help me.
        1. Yes there is plenty of personal and important info that I must get.Would I be able to do this with a laptop?I will have to get the necessary cable to do it if possible.
2.I tried to boot from the win xp cd and no luck at all. I used the oem from dell.
3.when I select safe mode it takes about 5 mins or so then it starts running thru the files but then stops and freezes on (WINDOWS\SYSTEM32\DRIVERS\MUP.SYS) then goes to blue screen of death and says (STOP:c0000218 {registry file failure}the registry cannot load the hive (file):\systemroot\system32\config\software or its log or alternate. It is corrupt, absent, or not writable.Beginning dump of physical memory--physical memory dump complete.contact your system administrator or technical support group for further assistance.)If I select start windows normally it takes about 5 mins or so then goes to the normal windows loading page and I sat waiting for 45 mins and nothing. If I let it start by itself without pushing anything it says the following: (a problem has been detected and windows has been shut down to prevent damage to ur computer. DRIVER_IRQL_NOT_LESS_OR_EQUAL if this is the first time youve seen this stop error screen, restart ur computer. If this screen appears again, follow these steps.Chexk to make sure any new hardware or software is properly installed. If this is a new installation, ask ur hardware or software manufacturer for any windows updates u may need.If the problems continue, disable BIOS memory options such as caching or shadowing. If u need to use safe mode to remove or disable components, restart ur computer press F8 to select advanced start up options and then select safe mode. Technical info: STOP: 0X000000D1 (0X00000010, 0X00000002, 0X00000000, 0XB9EA51A0) IASTOR.SYS-ADDRESS B9EA51A0 BASE AT B9E9600, DATE STAMP 40e1b22a.
I hope this is all the info u asked for and if I am long winded I appologize and just want to relay as much info as I possibly can.
        4. I would very much like to fix and recover the current installation, but I am unable to get anywhere.Safe mode freezes, I tried to go into boot to utility partition and it freezes, and the set up allows me to change the bios to read only the cd-rom but as soon as I restart it, it says no boot device available strike F1 to retry boot, F2 for setup utility. If I put the hdd back in boot sequence and select last known configuration it freezes with the bar on the bottom then another 15 mins or so and nothing.I tried safe mode with command prompt and once again it froze on the same as above safe mode results. If I run a hard drive diagnostics it says FAIL return code: 7.
I look forward to ur response and instructions at ur earliest convenience.  Thnx again.

            1.  Owners Manual.  Download the Owner's Manual.

            2.  Diagnostic Lights.  Open the Owner's Manual to page 49, the Advanced Troubleshooting Diagnostic Lights subsection.  Find the diagnostic lights on your Dell, learn how to use them, and report what they tell you.

            3.  Operating System.  You said you have "win xp me sp2".  Is this Windows XP Media Center Edition?

            4.  New Hard Drive.
                 a.  Is both the drive and its capacity correctly identified in system BIOS?
                 b.  SATA or PATA (IDE) interface?

                 c.  Why did you install new hard drive three weeks or so ago?
                 d.  And you reinstalled operating system?
                 e.  From what source media (Dell Windows XP Media Center OS CD)?

                 f.  Was the "old" hard drive SATA or PATA interface?
                 g.  Is the old drive still operational?
                 h.  Does old drive still have operating system (and possibly restore/recovery partition)?

            5.  DVD Drives.
                 a.  Are the DVD drives correctly identified in system BIOS?
                 b.  Are they SATA or IDE interface?
                 c.  What SATA port or IDE channel are they on?
