Application cannot be executed. The file *** is infected.

hey computer hope. I'm having difficulty with my laptop. Everytime i try to open a program or anything it doesn't open. a balloon in the bottom right hand corner appears Everytime i try to open a program. In the balloon it says " Application cannot be executed. The file *** is infected."
PLEASE HELP..
