Computer Info:
Windows 7 64Bit Home Premium
Manufacturer: HP
Processor: AMD Athlon II X4 630 Processor 2.80Ghz
Ram: 4 Gb

Problem:  I have a folder which has been around for awhile now.  I wanted to remove it (delete it)  but when i do i get a message saying that I do not have permission to do so.
I haven't yet tried under safe mode
and i have tried using a program called Gipo MoveonBoot

Please reply back or email me with any help you can provide

Are you sure that anything is in the folder is not being used? Such as opened with a program or the system?
Also I would turn off my UAC because sounds like in the long run it didnt help that much.

Also you never tried it in safe mode?
Well I would say that would be next.
