acer 3650 keyboard not working

I have an acer aspire 3650. My keyboard, mouse and usb ports don t  work.
The sistem is booting and works, but but i cannot use the keyboard, mouse and usb ports.
I tried to to get into Bios with f2, ctrl+alt+esc but i cannot get in.
Clear cmos does not helps.
I removed HD and everything is the same..
Its not working  with an external usb keyboard or mouse...

Does anyone knows solution

Yes it boot Windows and there is no beep codes or error messages.
It boot Bart or linux from cd, but kb usb and mouse does not working.

Sorry, bad news.
Service Guide indicates System Board problem (p.88) & I tend to agree with this.
