Illegal operation due to invalid page fault

I can not start computer.  I get message that "This program has performed an illegal operation and will shutdown.  If the problem persists, contact the program vendor"

Details - EXPLORER caused an invalid page fault in module EXPLORER.EXE at

017F:00401F31.Registers:

EAX=00000000CS=017F

When does this error message occur?
What happened?
What version of Windows is installed?

Windows 98

I was using internet and shutdown computer

While starting computer again, I started getting the message of Illegal Operation due to invalid page fault

try the f5 key on boot.......chose the msdos prompt a:\>   then use this command scanreg/fix..........
