computer will not turn on...

I have a dell dimension 4500 with a Pentium 4 , 1.80 GHz Processor and I wanted to upgrade.
I went to my local computer store and I bought a Pentium 4 , 3.00 GHz (Btw I showed them my computer and they said that the Processor would be compatible)
So I go home and install the processor in my computer(I was wearing a ESD wrist strap) I turn my computer on and it didn't turn on, so I take it thinking I just bought a bad part and I put my old processor back in and It still won't turn on!!
The light comes on the power button and on the mother board, NO fans come on ,NO beeps, NO nothing.
BTW I've tried two different power supplies.

    Did you seat the heatsink properly and put compound between the cpu Heatsink. Could be the fan did you make sure you connected everything back.

    Sagura:

    Try resetting the BIOS to the defaults.  Check the motherboard manual to see if 3.00 GHz processor is compatible.  Check that all data cables and connections to the power supply are firm and not reversed.

    Are you sure this processor is compatible? I would check the Dell website or forums more than some guys who want to sell you a new part. I can't imagine what has happened in the interim.

    Make certain the heatsink is properly connected.

    Also check for any loose cables.

    You did disconnect the power whilst working on the PC, correct?

    Take it to the local computer store you bought the CPU from and let them figure it out.

    Ever heard of warranty? You probably violated it as soon as you took the CPU out of its box, but you can always try.

    To reset the BIOS, take the following steps:

    1. Power down computer
    2. Take countermeasures against electro-static discharge
    3. Remove computer casing
    4. Inspect mainboard for a CMOS jump switch or CMOS battery

    In case of CMOS jump switch:

    Follow instructions provided with the mainboard manual.

    In case of CMOS battery:

    I. Remove CMOS battery for approximately 10-15 seconds.
    II. After 10-15 seconds, place the CMOS battery back.

    5. Power on system.

    Do not power on the system when CMOS jumper is set to clear_cmos or when CMOS battery is non-present.
