setup utility recycles after chkdsk run

I have windows XP and ran the chkdsk program from the c drive properties.  I got through items 1 thru 4 and 10% of item 5.  It was taking forever to complete, so I turned off the computer to stop it.  When I tried to re-boot, I got the setup utility and could not get out of that.  No matter which mode I try, the boot up splash page opens for a few seconds and returns to the setup again.  Round and round, over and over.  I have re-booted several times to no avail. 
What did I screw up?

No telling - but you cannot interrupt checkdisk without causing major problems.

If you have an XP CD, boot to the recovery console and run chkdsk /r

Let's see what happens after that.
