DVD drive & Sound Distortion

Hi There...
               Recently my CD/DVD drive has been running much slower than usual.. To the point that it won't burn a CD or DVD because it causes the data to skip.
It use to run up to 9000kb/s.. now it won't exceed 3000kb/s... And whenever it hits 3000k's my motherboard starts beeping..
But also, whenever I am using a CD or DVD in my computer, whether it be audio, video, data.. My audio sounds distorted and scrambles.. But only when I'm using a disk...
I'm thinking my CD/DVD might be on it's way out... Or somehow my processor can't handle it...
Does anyone have any ideas?

Op System: Windows XP Pro
The drive I use is Optorite DVD RW DD0405
My CPU is Pentium 4, 3.0Ghz
Sound card: Realtek AC'97 Audio

    1. Get a cleaning kit and clean the drive
    2. Try increasing the buffer size for the drive
    3. Make sure DMA is enabled for the drive
    If you don't stand for something, you'll fall for anything.

    How do i increase the buffer size?
    I've already made sure DMA is enabled, but to no avail..
