    I just done a fresh reinstall.  Reinstalled my drivers an SP 3.  When I go to the windows update page it dont come up

    I would check your Internet connection...did you remember to re-install ALL your drivers ?

      its sending out more packets then what is comeing back

      That's common...why are you looking at packets as opposed to checking your internet connection itself ? ?
