usb mouse works fine, usb keyboard fn keys and arrow keys work but cant type

Have a dell vostro 200, win 7 ultimate.  Usb mouse works fine, but usb keyboard does not.  I can't type anything from it,  but I can get into safe mode with f8.  In safe mode also, the keyboard doesn't work for typed input.  What's going on

Have you tried a different keyboard to see if its the system or the keyboard?

Also does the keyboard work on other PC's ? ?
Keep in mind with many laptops for an external to work properly the onboard keyboard needs to be dis-abled...have you tried that ? ?

I did try the keyboard on another computer and it works, just not on this one.  The. Strange thing is the usb mouse works but not the usb keyboard, so I would think its a driver issue.  But it can't be, cause both devices are usb.  Anyway, after reloading the operating system, everything worked. Weird!!!

Kinda a drastic maneuver...but glad it worked.
