Did this card ever work in this build ? ?
Have you tried another monitor ? ?
Does onboard grafix work ? ?
Is the 4/6/8 pin graphics power plug in place ? ?

Also i just looked at the MBoard layout and noticed 2 PCIex16 slots...have you tried both of them 1 at a time ?

I have tried an older monitor and it is doing the same thing.  This motherboard doent have onborad graphics there is a 9 pin connector on the back but it is for something besides video... And the other PCI slot i cant use because the graphics card cant fit in the slot because there are two SATA cable connections to the motherboard there. and how would you do both at once? also why doent the  motherboard beep without ram in it?

If the MBoard design is that poor i'd consider returning it for an ASUS or Gigabyte...for not much more money...
I've never been anywhere near impressed with MSI...but that's strictly my opinion.
However that's what i would do.

Just look at ASUS or GigaByte MBoards that support that CPU...and go from there...
The rest of the decision resides in your budget.

I am surprised that Rosewill has a 80 PLUS Bronze Certified PSU available that you listed: http://www.newegg.com/Product/Product.aspx?Item=N82E16817182131

I dont have much trust in their brand products after design and quality troubles with devices they make other than PSU's. I had to look this supply up. I have seen power supplies that are weak cause the problems you have. Have you tried another power supply that is at least 500 watts and known good to see if the problem goes away?

I'd suggest swapping the Motherboard and PSU, and go with ASUS or Gigabyte for the motherboard and XFX, Corsair, or another better quality power supply if within your budget.

MSI = High Probability for Troubles
Rosewill = Low Quality and higher probability of troubles

        My thoughts exactly...
Do it now...while you still can.
