Determine BT Problems

My SP4 Pro Pen sporadically does nothing when clicked. (It's set up to launch OneNote when clicked and take a screenshot when double-clicked).

Other BT devices (external speaker, primarily) seem to connect OK to PC.

If I reboot or re-pair, everything's fine.

But here's the question:

I have no way of knowing what the true problem is. It could be one of two:
1) Pen is not transmitting via BT, or
2) PC is not receiving Pen's signal

How do I determine which it is? Is there like a "BT Signal capture" diagnostic? Preferably one I could run on a different device?
