I have no internet connection my Windows 10 desktop PC and it's
not due to my router. It's connected via Ethernet and has been tested on someone else's network and has the same problem. Here's some symptoms:
Windows Network Diagnostics tell me my "Ethernet" doesn't have a valid IP configuration and it cannot fix this.
ipconfig /renew does not work as shown below with my
ipconfig /allMicrosoft Windows [Version 10.0.16299.125]

Enabling/disabling/uninstalling my Ethernet driver via device manager
used to fix the problem sometimes, but it does not fix the problem anymore. I can not install newer drivers from Intel because "The installed version of Intel(R) Network Connections is not supported for upgrades. You must uninstall it before installing this version." even though it was already uninstalled.
I've tried a few more fixes, like other command lines and trying other Ethernet cables, but they don't seem to help. I've tried every fix from here:
