Use the driver that shipped with the card...

+1 to what Patio said but if you dont have the original driver that came with the video card, verify that the video card has the matching GPU to that driver and try an older driver which may be listed as an option under the latest driver that is available. And install the older driver and see if that fixes the issue. Avoid Beta drivers and use one that is well tested to be bug free.

I've tried every driver on the website, so it installs the driver ,the device manager will show w7000 amd card, but when it restarts it will boot up to windows logo on win 7 then blank screen so that's when driver loads from kernel before display login so maybe it's kernel problem registry?

Will boot into safe mode after driver install and driver installed , but needs a windows repair to boot back to normal after driver installation

          Hi

          Some things to check.

You have the 6 pin pcie power cable plugged into the card ?
The power supply is at least 500 watts ? and has 150 watts on the 12 v rail available to run the graphics card.
The display port to hdmi adapter is good quality ? Can you use display port to dvi instead ?
If all of the above check out ok then perhaps get the 2018 drivers from here

No leave the power settings in the bios alone please.

You don't need the molex connector plugged in by the PCIe slot.

You do need the 6 pin power plugged into the socket on the video card.

And depending on the other components in the computer you will need a good quality power supply what power supply do you have ?

Well unless the power supply is old it is certainly up to running the card,
So we come to what the motherboard is and the bios revision
A speccy report link would save so much time  :)

So it's not the bios or motherboard. Sorry  I'm finished until you provide a full report.
