The task manager won't open

I tried to open the task manager by pressing Alt+Ctl+Delete but it only opened for about a second or half second, then it closes. What are some possible reasons that it doesn't open? How can I fix this problem?

what operating system does this problem refer to?if its winxp you can try this right click on the windows notification area and chose the  task manager >or this
press ctrl + shift + esc and the task manager will be launched instantly
