Desktop won't allow Click and Drag

For some weird reason, my desktop will not allow me to click and drag files or folders at all.  The "Commonly Used Tasks" bar has also permanently affixed itself to my desktop.  I will attach a picture to this post only because this problem is very hard to descibe to most folks.  I have tried many registry fixers and all the options I can think of, but, to no avail.  Please help.  Thanks.

What happened prior to this? How long has this been happening? Can you do a system restore to a point in time before this? Do you have a real WIndows CD to reinstall if necessary?

Have you checked the mouse settings in Control Panel ? ?
