xp unable to save to disc

I am having a lot of problems,
I have had xp reinstalled on my new pc which seemed to be ok until I tried to save some files to cd,
with no luck,
With my old pc, open folder, select all, copy, paste onto drive and a balloon would come up saying files waiting to be written to cd and if I click on that a window would open with the files in and I could put them on a cd with no problems
If I do the above on my new pc with the xp reinstalled and click on "F" drive I get "insert disc" and then
              "F:\ is not accessible incorrect function"

Is your optical drive accessible for other operations?
